It is not just the city.
If you are ever in the position of trying to collect a debt from some farms that look like they are rolling in$$$ you soon find out there are farmers that just 'look' rich too.
When you discover even the lawn mower has a lien on it you know what the chances of seeing your $$ being paid are.
