Yes. #1 should be a cost/benefit analysis.  What is the economic return for the expenditures made on the fall surface applied N +  whatever + cost of application + cost of possible compaction caused by application, etc.

Students need to learn to look at each purchase and estimate the ROI. (Return On the Investment). Much of agriculture looks a lot different when viewed from an ROI perspective.
