State governments can't print money but they have unlimited taxing authority on real estate. The twin cities have 60% of MN population and more than that of population growth. Imagine that you could tax a small minority of your population who happen to be millionaires to keep the majority happy. Frankly, I'm not sure why ag seems to have as much political power as it does
