Here the townships contract with the county. Pay a maintenance plan that gives so many passes with a maintainer. After that it is by the hour. On a bad year they might keep main routes open, then do not necessary roads on a slower schedule. Townships could go private if they choose. Alot of problem areas are dealt with by the nearest farmer just to make life easier.
