At least in ND no township has the budget to provide snow removal at the same level of service as highway or town. When the snow is soft like it is this year any 10 mph wind just fills the roads back up again. Graders could be going 24 hours / day and not keep up. Those that have the time and equipment to blow snow should be reimbursed ($20/hr would just cover the fuel alone). Graders are $65/hr here and there aren't enough graders in the county to do every mile of road when it blows in. Because of lower population density it just doesn't make sense to plow every mile every time the wind blows. We live on gravel and it's just something we deal with the best we can.
