His ISP is a Wireless service, so yes they can check his signal strength both in coming and out going. Several things can cause weak signal, poorly aimed directional antenna, bad cable to the antenna, long cable to the antenna, poor antenna cable connectors, etc. His wireless receiver could be going bad also.
