South Eastern VA
I would take an even number of low spots and split them into two groups.

1. Normal tillage
2. Maybe cereal rye, something that would survive your winter.

In this example you could let the rye grow and in my mind, (scary I know) the rye would soak up your excess moisture and make It plantable.

If it gets too wet and you can’t get in there to do whatever it is you need to do then oh well, it’s just one small area and you could spray it with a ATV spot sprayer and light it on fire...it’ll be dry then! Hahahaha
