I honestly don't think you'll lose all the benefits by chisel plowing every third year.  Probably lose some, but certainly not all.  And too I would think adding the poultry litter should help a lot to offset any negative aspects of the tillage pass.

I know what you mean about needing conditions in Michigan to be at their best to get a crop off to it's best start.  Probably true everywhere to some extent, but definitely true for us.
