Illinois
There are a lot of test available to help select base rates. Many of them also require the farmer to do some data gathering themselves.

Illinois has the ISNT test (Illinois Soil Nitrogen Test)
Other labs like Cornell or midwest labs i believe call it a Mineralizable N Test. This can give you a base line for what the soil has the potential to provide in a given year. This can help set base rates. Sidedressing or y-drops is a great way to finish up. Soil nitrate testing before the last application would be required to double check what the soil actually provided within that given year and to account for any loss.
