The quote is from Paul's writings in the New Testament. So, the thought that we are under Grace, though true is thought, is over ridden by the fact that the offender is lawless and disobedient.
The offender needs to hear the Good News of Jesus, given the chance to repent, and then removed from the face of the
Earth.
