From my experience in Nevada, all federal monies come with a string attached. They might not be pulling on the string until years down the road, but the politicians and bureaucrats in DC will eventually start pulling on them. Always.

This was taught to me by a guy who grew up on a farm in Oklahoma in the Dust Bowl era, saw what FDR's men did during the AAA days, and he would lecture me about this every time the subject of cost-sharing on irrigation projects, soil conservation, etc in Nevada came up. Mind you, he was a Democrat, too.
