The USDA and all its bureaucracy will live on but effective farm programs may not. The only reason programs like crop insurance survive the radical right is a coalition of farm state and urban liberal senators. Urban politicians understand that you can't have a situation where 20-40% of the population doesn't have access to food and are willing to spend some tax money to make sure there is plenty of it produced.
