I don't understand the outrage. Maybe I don't understand the bill, but as I read it, here's what it does:

- Some company gets a GMO seed approved. The company still has to go through all the testings and approvals that they have always had to do.

- Growers start using the seed

- Someone challenges the testings and approvals the GMO seed went through and a judge agrees with them and orders the seed withdrawn from the market

- Under this new provision the USDA can say, "wait a minute" and take up to 6 months to review the court's decision before taking any action

- During that review period growers can continue to use the GMO seed under question.

Seems reasonable enough to me.
