what works in your area may not work in others thats why its hard to say how you should do your slab. i would not pour concrete without rebar and compacted rock under it at least 8 inches. but my soil is probably different than yours. if you dont need rebar thats great because that stuff aint cheap. never used fiber so i cant say on that.
