I would not agree on deleting the rebar,after pouring concrete for 30 plus years and being a dumb- a-s farmer with no degree I have found that throwing rebar in is a sure thing-I dont pour concrete 6 inchs thick-I pour it 8 inchs and throw rebar in-have seen the rebar on the outside deal that all busted up,have seen the black top pads in shambles,have seen 6 inch concrete busted up,have removed a lot of my mistakes,throw some expoxy rerod in that 5,000# mix and pour it 8 inchs thick-anly cost 24% more and you extended your pad life double,


Maybe instead of black tar top you should just put a compacted layer of 12 inch lime down-that feeds better then black top
