Well as an engineer you can get away without rebar if you have undisturbed soil and well compacted base such as crushed stone or sand and add 2 “.  But garvo’s suggestion is what I would go with. Don’t be penny wise and pound foolish. Rebar will add many years to its usable life. An engineering degree is only as good as the experience behind it, lol
