I wouldn't go with heifers in your case, too much work and downside. Go with a 3-5 yr old set of cows that are all bred.
On a side note there is no such thing as free land, if you aren't renting it somehow or using it you are losing money on it and that is a cost. A real cost in the taxes and an opportunity cost in the lost income.
