SE SD | My advise is try and find a neighbor to help you out and get started. Some one you can trust and bounce ideas off of. Heifers are good, but need to have the facilties just in case you have to bring one up and pull a calf, or assist one. I dont think spending the money on registered heifers will get you any farther along than buying good commericial bred heifers, and running good bulls, and keeping your own replacements.
edit. Also i have no idea what or how your pastures are set up for water/fences, but might be worth looking into spliting some pastures, developing some water, doing a little rotational grazing to give the grass some rest. There are a lot of benefits to that also.
