If you are referring to the manure posting by me it was the the Minnesota EPA. It went from a tributary to the Minnesota river which goes into the Mississippi. It was large enough to seen by satellite. If you are talking about fuel I think the major concern is ground water. The minnesota epa comes into South Dakota to monitor since the spill. I have never seen a South Dakota EPA official.
