South Dakota | One big question is not being asked. Who is going to enforce these EPA rules with the funding cuts? In my area large dairies have injected manure in the same fields for 10 to 20 years. They have earthen manure holding pits next to creeks and wetlands. There is seeping that was caught on satellite by the next State's EPA but my State wouldn't do anything about it. How are they going to do fuel holding systems along with manure. I know other states are more diligent about enforcement. That is not true for mine. I am assuming that enforcement is EPA. Maybe it is another agency.
