No, mobile refuelers are not subject to these regulations, but do need a drip pan for the pump and hose, etc. I think the bed of a pickup works. Most of the fuel trailers have a drip pan built in I saw at Louisville. You should also have on-board, a spill kit like the one in the link below. Your containment should have one of those, only larger, like in a 30 gallon drum size.
