I really don't think they are going to care much about a little bit of snow.

I think you missed the point on that, if you plow a road open and leave a little ridge trail of snow at an intersection, and someone comes flying through there and hits that little ridge and they wreck , it's your butt .

It happens too, I have a neighbor that is a parapalegic because the state didn't completely clean an intersection , left a ridge about 6 inches tall she hit it and lost control . I went through about 5 minutes later other than that little ridge the road was clear and open .
