They're paying for future researchers, not germplasm here. Yes, many university breeding programs get money from the big boys. But they also get money from organizations such as Texas Corn Growers Association, Plains Cotton Growers, Texas Sorghum Growers Association, etc. to churn out germplasm and do variety testing.
Phytogen (Dow's cotton division) also has some of their own traits along with roundup resistance.
