There was a guy who farmed a few thousand acres and did all no-till in an area that had drainage ditches. The drainage board wanted him to help pay for dredging and he wasn't too happy about that when you compared runoff from the other operations to his. Frankly I think he had a good point, I am not sure how it ended up.
