More attic insulation would probably be your best bet for saving heating and cooling cost. What kind of insulation do you have in your walls? In many cases back when your house was built they used felt paper under the siding. Air leaking around your windows and doors is another common problem in older homes. Air leaking from inside your house to the unheated attic is another common problem.
Anyway, I don't think installing house wrap is worth your time and trouble unless you were installing new siding.
