Just guessing on house construction based on age, but I don't think housewrap would do a thing for you. Your biggest issue is air leaks in the sill plate area, and out the ceiling. If you insulate the walls with 6" of spray foam, go over every single window and door so there's no air leakage through the wall, you've just insulated the outside of a chimney and made it draft better.

Best return is to seal attic and sill plate, then think about cellulose in the walls, or an inch or more of foam on the outside. Remove all attic insulation, foam an inch on everything, or expanding foam for all the cracks and joints, or if there's a floor and it's insulated underneath put heavy plastic across the floor and foam and batten it to the top plate, and any joints. Really need a plan before you start anything with any house you're updating. If you want it to look nice inside, get a gay designer, if you want it cheap get an amish carpenter, if you want it to be energy efficient, you need to find somebody that knows retrofitting old houses, NOT EASY.
