NW IL | Sudan grass in the summer, maybe with some cowpeas, mow them off and do oats, radish, and pea for the fall and dump all the leaves you can on there. Straw would work too, but leaves are often cheaper :)
Repeat as needed. Personally I wouldn't be afraid to work the ground once a year to get all the biomass incorporated. Soon you'll have a nice layer of self made compost.
Rye might work too, but I find that it can be annoying in these kinds of settings because it will get big in the spring, then die off by summer making it hard to get any summer annuals to grow and give you a sod layer of volunteer rye come fall. Personally I'd stick with things that could frost kill so they don't become problems for the future garden.
