If it's smooth I would not plow it.

Annual rye grass for root mass and structure

Brassica species for sulfur and good nematode,also tap root plants, nutrient recycling

Buckwheat for the bees and free up phosphorus

Cowpeas and hairy vetch for some N production.

Oats for micro life and soil structure

Add that to a general grass and legume mix and you should build some nice soil

Cannot build organic matter or soil structure if a moldboard is involved.
