Forget the straw.   For a pet project like this cost really isn't an issue so call around, find the manure and either go get it or get it delivered.  For the amount you need there is manure around there somewhere.  Get enough to put 6-8" deep across the entire thing. 

That's a lot of garden.

Forgot to add, since you are 3 years out just spray and kill it.  I haven't worked a garden in decades.  Spray 2-4d/Dicamba in the fall and lots of hay mulch in the spring.  It's worth the effort as the season goes on and you aren't farting around with weeds.
