Iowa was the first state to have a crop insurance discount program, probably 4 years ago. Illinois followed in 2020 and 2021. Illinois is doubling their program for 2022. Under the Illinois program, a 50/50 landlord would receive the discount on half the acres, if it was submited on their behalf. Not sure on the federal program, I didn't ask about it. However, I would think so because on the FSA form 578 it shows the landlord as 50/50 on the cover crop acres.

American Farmland Trust is behind the Illinois program and I know they were pushing this type of program to the Biden Administration transition team when he took office. I was on numerous Legislative calls this winter with state and federal members, and to a person they, or their staff members, were very familiar with this cover crop/crop insurance program.
