Went thru this 15 years ago. Our house is old. Framed like a barn with beams/pegs. We wrapped the house before installing new styrofoam backed siding. We get a lot of wind and the wrap was a disappointment. Spend the money on insulation. We have blown in that helps but I have installed bat insulation in the attic and crawl spaces that help the most to retain heat. If the plaster is in poor shape and you are going to redo the interior walls hire spray foam before you drywall. An inch coating seals out drafts and then bat insulation the rest of the wall cavity. It's not cheap but makes the house comfortable.
