If you do intend to remove the siding, yes put on the house wrap. ( I wouldn't remove the siding to only put on wrap.) Because you stated that you are not sure about wall insulation if the siding is off the time is right to add to wall insulation. Good way to do this use a 4" hole saw and open up each wall cavity between each stud and fill the cavity with blow cellulose. Another probably better option would be to fill each cavity with spray foam. You would likely have to hire a foam sprayer but this likely would do the best at achieving the highest R rating for the walls. Others may know more about this.

Back to the house wrap, It isn't going to stop all the drafts. It in punctured with each nail that holds the siding on. Some sort of thin foam insulation board under the siding might be better.

If you do use house wrap, tape the seams.

Attic insulation. Good money spent even if you do nothing else. R50 is right. I think that is around 14" deep cellulose.
