Some places just can't pay a lot. There are industry's that rely on cheap labor and the fact is there is less and less workers that fit that category. Landscaping, lawn care is a good example, there's just too much competition it's not a viable business in today's world nobody wants to bake in the sun for $15 and no benefits. We are all too special to do that.
