To answer your question, probably 30% are legal.
I have to be legal, here. I pull a 50' hopper commercially, licensed to 90k or 96k, depending on the tractor. At those weights, I don't get the exemption, as it only goes up to 90k. Employer will pay overweights, but we're told to try and keep them legal.
Makes it tough, though, when a couple of the jerks won't shut off the grain cart or combine unload spout, when you wave "enough". Most will stop, but there's always a jerk or 2 in the crowd. After a short discussion, we come to terms.
