From totally "shelled" out cull dairy cows. Historically most all the bse cases in NA for example are from the afore. Process plants shut down in CA the past couple years are both from deals w dairies where those plants took downer cows etc.. Push those cows over the edge and the lymph/pituitary system collapses..those kinda cows invent new meat disease so to speak.
