North east south dakota
In South Dakota my taxes are about 15 an acre. the state sets the mill levies and there has been a big push to equalize valuations. There is a cap on how much taxes can increase unless there is an opt out vote.
a 20 year old court case changed the funding formula for schools to what we have now. a different mill levies for housed, farm land, and commercial property that is set by the state. Each student in south dakota is allocated a set amount of dollars for each student. What is not raised by local taxes is then supplemented by the state. The formula is supposed to be a 50/50 mix with local and state dollars. our school district had a very large land mass and very few students. this meant that it was almost all funded locally.
This could be affected by what you have for capitol outlay money that is needed. Large capitol outlay amounts have to be approved by local voters.
not a perfect system but it seems to work well.
