I don't believe you have honest intentions at all, but I can answer pretty straightforward for you anyways.

The money is made available. Whether the government means well, whether or not I agree with any subsidies, bailouts, or program dollars matters only to a certain point. If I am not breaking any laws by using a resource that is going to make me more successful, I need to take advantage of it. If I do not, I am putting myself at a competitive disadvantage. In an industry that lives on super tight margins and low cap rates, competitive disadvantages are a pretty good way to go out of business.
