No, I've never been to King City, Mo, obviously. And I didn't / don't pass judgement on it before I know anything about it.

Brad DID pass judgement (express an opinion) on what is right or wrong with crop insurance, before he asked for an explanation.

If he had made his post, requesting an explanation of how this issue works, BEFORE passing judgement, his post would have come across completely different.
