Wet soil transfers heat better than dry soil. That's probably why the perimiter insulation is recommended more than insulating under the middle of the slab. It would be interesting to see a comparison of insulating the perimiter to the frost line, and a few feet horizontally around the edge with insulating the whole horizontal surface. In the absence of that, I'd insulate under the whole slab, as well as the perimiter.
