An example of where bolt stretch works: I know of one case where two 1/2" plates were bolted together using some half inch hardware and had a persistent problem with coming loose. The factory solution was to add some 1/2" tall spacers under the heads of the bolts so there was more stretch once they were torqued up. Problem solved.
