A few school districts do have seat belts. The Des Moines Iowa district is considering them. One of the big problems is it probably takes a second adult (besides the driver) to see that the seat belts are properly used. A big cost besides the cost of purchasing and maintaining the belts. And that adult has to walk the length of the bus regularly so can't be belted in either.

When I last rode a school bus (1959) the seats were definitely not friendly to riders in a sudden stop or a roll over. I think they are a bit more friendly in some situations with some cushioning on the rear of the seats. And in those days being about in the last ten or twent loaded on the bus of mornings, it was standing room only, no way to use a seat belt.
