I don't think a normal person could screw up a terrace job as bad as the NRCS if they tried. Two years ago one of our landlords had some put in a square 40 acre field with the south half sloping off to the south. The NRCS office wanted three terraces put in across the south half at a 45° angle to the southeast. To make it even worse the field that joins it to the south has terraces running east/west and the south end of that field runs at an angle to the south west along the old rail road right of way. It took three tries and several people really complaining before they finally agreed to let us put those terraces in east/west so it can be farmed in a normal manner. I think there is more funding available if they put the terraces in on angles or terraces so that's why they try to push them so hard at the local level even when it doesn't make sense.
