| Yes, I would have to say that at some point, there has to be evidence of "loss of dirt". The question is: can you see it ?
Believe it or not, I am pretty sure that in this state, if you are using manure in your rotation, especially bedded/solid manure, you actually get a "better" soil loss number than if you didn't. The thinking is that the manure acts somewhat as a cover, helps the water infiltration rate, etc.
Granted, the manure does not make a big difference, but I believe it helps.
If you have very loose, friable soil with great water infiltration rates, I would appeal to the state NRCS guy to come to your farm, take a look at what you are doing, and see if you can't get some negotiating room. I don't think you will get everything you want; however, you might be able to find some middle ground.
P.S. I have a customer who had a bunch of narrow strips on his farm. The local NRCS employee didn't want to budge. He went "up the chain" and raised h.......... and got results. (If you want to know how he did it, I could probably get you his e-mail address.)
