One thing I know of thats changed is how fighting is dealt with at school, any fights now are class d felonies and cops are called. That would put a damper on a normal kid shutting a mouthy bullie up.

Bully does not want to fight ,Just to push around smaller kids .
No camera in bathroom ,Where boy had a talk with last bully .
