If my dairy heifers have dificulty calving I usually give them 20 cc Dexamethazone. If really difficult like yours maybe a whole 100 cc bottle. We also have a float a cow service in our area that we try sometimes. It is a 700 gal box that heifer is pulled into then filled with warm water and helps her stand up. Agree with others if she isnt up in 24 hours pretty much lost cause
