If there are several hundred doves congregating in one location, then it's likely they are a nuisance from a health and safety standpoint and should be dealt with appropriately.

Not doves, but the last time I took some calves to the sale barn I took a shortcut to gas up at the C-store through the local elevator facility. I actually had to stop to allow at least 20 deer and well over 100 geese who were taking advantage of some free dining to clear out of my way so I could proceed. This is at dusk within city limits of a town of 1800 population.
