Put a hose on the exhaust of a running pickup or car and run it into the tank. It fills the tank with carbon monoxide and pushes all the oxygen out. With no oxygen, there can be no combustion. Done it several times building burning barrels out of fuel tanks. Works like a charm. Let the pickup run for 20 minutes or so with a 1000 gallon tank and leave it running while doing the cutting. Have to do it in an open space or else you will gas yourself out of the shop.
