Subject: cutting a hole in a old gas/fuel barrel

Is there a safe way to cut a hole into the side of an old 250 gallon fuel barrel that has been empty for five years? I would like to use it for a burning barrel,but was told not to use a torch because it was used for gasoline at one time ,again its been empty for over five years....
