Watched it done years ago on a 1000 gallon tank which was to become a goose pit. They took all the fittings out inserted a gas soaked rag in one of the holes and made a trail of gas to several 100 feet away from the tank. Lit the gas trail and stood back and watched. I remember the tank jumping a foot off the ground but it didn't blow up. I would never cut on a gas tank but I've heard tell that once a propane tank is opened up there is no residue and it is safe to cut.
