Might be exaggerating a bit there.
At White Farm Equipment, when I worked there, if anything even remotely like that happened, a "time study" was called for. Then the job was observed by company officials and union representatives, and a new time quota was assigned. Would be counter productive for the employees to blatantly sit around like that, drawing attention. And the employees that caused time studies by doing this were less than popular after that.
That's why I think it's not quite accurate. Company officials are not going to sit back and allow this to happen.
